Delegation from the School of Juris Master, China University of Political Science and Law, Visited Romania

From November 7 to 10, 2024, a delegation led by Professor Xu Shenjian, Dean of the School of Juris Master, China University of Political Science and Law (CUPL), successfully visited Romania. The delegation visited the Chinese Embassy in Romania, the Romanian Bar Association, the School of Law at the University of Bucharest, and the Confucius Institute co-established by CUPL at the University of Bucharest. Delegation members included Vice Dean Min Liang, Dr. Ningyao Ye, Mr. Di Wu, and Ms. Huiqun Cao from the School of Master of Law. Ms. Yu Su, the Chinese Co-Director of the Confucius Institute, accompanied the delegation to relevant institutions.

On November 7 2024, the delegation visited the Chinese Embassy in Romania, where they were received by Counselor Lili Zhang, responsible for cultural affairs, and Secretary Zhengbo Li, responsible for educational affairs. Discussions covered the current state of higher education in China and Romania, professional collaboration, and cultural exchange. The visit aimed to deepen understanding of the Romanian educational and legal sectors, explore opportunities for collaboration with Romanian universities and legal institutions, and promote high-level international openness for CUPL.

Counselor Lili Zhang welcomed the delegation and praised the role of the Confucius Institute in cultural exchange.

Dean Professor Shenjian Xu expressed gratitude for the Embassy’s hospitality, emphasizing the importance of educational exchanges in international relations. He highlighted that universities should maintain an open and inclusive attitude in promoting such exchanges, especially in the current global environment.

Both parties conducted in-depth discussions on cooperation in legal and other professional fields, gaining insights into talent demands and China-Romania economic relations. They reached a consensus on expanding student exchange programs and promoting multilingual and multicultural learning and exchange. They also discussed measures to enhance educational and cultural collaboration.

Both sides agreed that cultural exchange is vital for fostering deeper understanding and cooperation and expressed anticipation for future collaborations to enhance mutual understanding and the international influence of Chinese universities.

On November 8 2024, the delegation visited the Romanian Bar Association and held discussions with Vice President Ion Dragne, Executive Committee members, and Dan Oancea, Director of the National Institute for Lawyers’ Training and Development. Topics included the state of legal education in both countries, trends in the legal profession, and opportunities for collaboration.

Dean Professor Shenjian Xu introduced CUPL’s history, the School of Juris Master unique strengths, faculty, and student quality, highlighting its focus on international, application-oriented, and interdisciplinary legal education.

Vice President Ion Dragne provided an overview of Romania’s legal profession, including the training system, bar examination, and career development pathways for lawyers.

Discussions emphasized the importance of legal writing in practice and strategies to strengthen related skills to bridge the gap between theory and practice.

This visit deepened mutual understanding and friendship, laying a foundation for future cooperation in legal education and the legal profession. Both sides expressed interest in collaborative initiatives in legal research and professional training to advance the legal sectors of both countries.

On November 8 2024, the delegation visited the School of Law at the University of Bucharest, where they were received by Vice Deans Daniela Deteseanu and Paul Pop, and Deputy Director of the Doctoral School Dana Tofan. The vice deans conveyed greetings from the School’s Dean, who was abroad. Discussions focused on language and cultural exchange, legal research, legal education, and potential collaborations.

The leadership of the University of Bucharest’s School of Law warmly welcomed the delegation, recalling the long-standing friendship and historical ties between Romania and China.

Dean Professor Shenjian Xu introduced the unique characteristics of CUPL and the School of Juris Master, underscoring the importance of educational exchanges in strengthening bilateral relations.

The discussions addressed legal education in China and Romania, professional admission requirements, bar examinations, and continuing education. Both sides explored potential collaborations in areas such as civil procedure, criminal law, and international law.

The discussion also covered artificial intelligence and law, recognizing it as a significant area of future legal research. The University of Bucharest’s School of Law expressed strong interest in Chinese legal culture and the Civil Code, with both sides delving into issues related to its translation and dissemination.

Both parties expressed a desire for future cooperation to cultivate legal talent with global perspectives, contributing to the advancement of legal research and education worldwide.

Later that afternoon, the delegation visited the Confucius Institute at the University of Bucharest. They were welcomed by Romanian Co-Director Luminița Bălan, Chinese Co-Director Yu Su, Mugur Zlotea, Associate Professor at the School of Foreign Languages and Literatures, and representatives of international Chinese teachers and volunteers at the Institute.

Director Luminița Bălan expressed gratitude for CUPL’s ongoing support of the Institute and emphasized its role as a cultural bridge between China and Romania.

Dean Professor Shenjian Xu commended the efforts of the Institute’s staff in promoting international Chinese education, emphasizing the silent yet profound impact of cultural exchanges on interpersonal understanding.

Co-Director Yu Su presented the Institute’s achievements in Chinese teaching, cultural activities, academic research, and special projects.

Both sides discussed cooperation in education, cultural exchange, faculty development, and student programs, aiming to foster talent with international perspectives and promote global cultural exchange and educational collaboration.

On November 10 2014, the delegation also attended the 3rd conference of Translation and Cultural Communication, co-hosted by the Confucius Institute at the University of Bucharest, the Chinese Department, the School of Juris Master, and the School of Foreign Languages of CUPL. Dean Professor Shenjian Xu delivered a keynote speech at the opening ceremony.

The delegation successfully concluded their visit to Romania, achieving fruitful results. This visit expanded the international exchange channels of the School of Juris Master, enhanced its global influence, and advanced the internationalization of its academic programs.
